Talked to the guy who wrote the pinned rule. It says coast tents get 48 hours after restart, then they're gone unless moved. That matches what happened north of Kabanino, which is why people keep quoting it at each other. Nobody's going to re-post the whole thing in a thread, so just go read the pin.
